Online Well Registration Form
Check this BSEACD interactive map to determine if you are located in the BSEACD jurisdiction (highlighted in green and blue colors). If you are not in the blue or green area then you may be located within the Hays Trinity Groundwater Conservation District jurisdiction. Well owners in the HTGCD should register wells here.

Complete this form to register your well and contact information with the District. All wells within the District are required to be registered with the District. You can now submit a Well Registration form online via our new Well Registration Quicklink. The form takes a few minutes to fill out. If you would prefer to print and submit a hard copy form, you can download the pdf Well Registration form. Before you begin to fill out the Well Registration Form, it will be helpful to lookup the following information if you have it available: well depth, date drilled, well coordinates, well driller.

Application for New Exempt Well – Complete this application for authorization to drill or modify an exempt well. These wells are exempt from having to obtain an authorization or permit, but must comply with District Well Construction Standards. Exempt Wells include: Scientific Monitor Wells, Remediation Wells, Injection Wells, Closed Loop Geothermal Wells*, Dewatering Wells, and Oil and Gas Drilling and Exploration Water Wells. | $400 fee; *each additional well beyond the first 10 will be $10 |

Application for Limited Production Permit (LPP) – Complete this application for authorization to drill a new nonexempt domestic or livestock well and to receive a Limited Production Permit. LPP are for wells used solely for domestic or livestock needs of residents located on a lot less than 10 acres and where there is no other water source available. Annual production must not exceed 250,000 gals/yr. | $400 fee |
Application for Nonexempt Monitoring Well – Complete this application for authorization to drill and produce restricted amounts of groundwater for a nonexempt monitoring well that is constructed by non-governmental entities. | $300 fee |
Application for Test Well Drilling – Complete this application for authorization to drill a new Test Well and to complete the first pump test. | $300 fee |
Application for Aquifer Test only – Complete this application for authorization to complete a pump test or additional pump tests. | $50 fee |

Combo Application for Drilling Authorization & Production – Complete this application for authorization to drill a new nonexempt well and to receive a production permit. This combined application form can only be used for wells that will produce less than 2 MGY. | $1125 fee |
Application for Plugging or Capping a Well – Complete this application for authorization to plug or cap a well in the District.
Application for Plugging or Capping a Well (Handdug/Shallow) – Complete this application for authorization to plug or cap a hand dug or shallow well in the District. |

Application for Transport Permit – Complete this application to receive a permit to produce from a nonexempt well inside the District and to transport the produced water outside of the District. | $500 fee |
Change of Ownership | Application Fees |

Change of Well Ownership (Minor Amendment) – Complete this application to change ownership of an existing permitted well and to place the permit in the new owner’s name. This will provide a new owner with a permit to produce from a nonexempt well. Use this form if the volume or the well use type WILL NOT change. | $75 fee |

Application for Volume Increase (Major Amendment) – Complete this application to request an increase in permitted volume. The requested increase is considered a Major Amendment if none of the criteria are met. | $500 fee |
Application for Volume Increase (Minor Amendment) – Complete this application to request an increase in permitted volume. To be considered a Minor Amendment the below following criteria must be met. | $400 fee |
Criteria: Minor Amendment Volume Increases. To be considered a Minor Amendment volume increase one of the following criteria must be met. If none of the criteria are met, then the volume increase is considered a Major Amendment. • Permittee has permit for > 12million gallons/year AND the requested volume increase is less than 10% of current permit volume. Or • Permittee has permit for < 12million gallons/year AND the requested volume increase is no more than 2 million gallons/year. |
